Malta’s climate offers the ideal destination to attract sporting activities and events to Malta and Gozo. This scheme is intended to improve on the previous scheme in order to provide more effectiveness in terms of bednights and organisation of activities and events of an international nature. To this effect, Federations, Associations, Clubs Non-Profit and commercial entities are being encouraged to participate in this scheme and benefit from a monetary grant calculated on the amount of bednights according to the type of the sports entity, the season (period) in which the activity or event will be taking place and the amount of athletes and officials being brought to Malta and Gozo through this event. A monetary grant is also granted to sports entities preparing and presenting their bid for the organisation of an international event in Malta and/or Gozo and other assistance may be given during the event taking place in Malta and/or Gozo.

For the purposes of this scheme, the following shall be deemed to be the definitions intended as guidelines for SportMaltain order to determine the monetary grants that the types of entities shall be entitled to benefit from and therefore:

Federation – An entity registered with SportMaltaand which has as its members, sports organisationswhich have the status of Associations and Clubs with SportMalta. Such federations shall be non-profit and shall regularly submit annual financial reports and minutes of the Annual General Meetings (and other meetings of an extraordinary nature) of the particular entity to SportMalta

Association – An entity registered with SportMaltaand which has as its members, sports organisations which have the status of Clubs with SportMaltaor is registered as an Association with SportMaltanotwithstanding the fact that its members are individual athletes/coaches/officials. Such associations shall be non-profit and shall regularly submit annual financial reports and minutes of the Annual General Meetings (and other meetings of an extraordinary nature) of the particular entity to SportMalta.

Clubs Non-Profit – An entity registered with SportMaltaand which has members consisting of athletes, coaches and other sports officials. Such clubs shall be non-profit and shall regularly submit annual financial reports and minutes of the Annual General Meetings (and other meetings of an extraordinary nature) of the particular entity to SportMalta.

Commercial Sports Entities – Sport entities registered with SportMalta that are evaluated and deemed to be by the same council, commercial entities, in view of the financial activity profit and loss of the preceding year audited by an auditor warranted to exercise such profession. Such entities may be registered in the categories of Clubs, Schools and other categories established in the registrar of SportMalta.

Sports Activity / Event – Competition, tournament, friendly matches, training camps, seminars, conferences and educational activities which are sports related.

Bednight Scheme

Capping per annum: €20,000 / €20,000 / €15,000 /€8,000
Ammount per bednight (High Season): €5 / €5 / €4 / €3
Amount per bednight (Low Season): €7 / €7 / €6 / €5

“High Season” means: activity or event being held between the 1st of May and the 31st of October of the particular year.
“Low Season” means: activity or event being held between the 1st of November and the 30th of April of the particular year.
For the purposes of this scheme, activities and events held in Gozo shall be considered to be Low Season all year round.
In order for an organisation to be eligible to benefit from this scheme, foreign athletes (residing outside of Malta and/or Gozo) need to have intentionally travelled and stayed in Malta and/or Gozo for the purpose of participating in the activity and/or event.

Documentation which is required to be attached to the application when being submitted and documentation required at the stage of submission of claim:

AT APPLICATION STAGE
1. Application duly filled in with all the required details in the same application,
2. Documentation related to the activity being held, including any documentation issued by the international entity under the auspices of which the activity or event is being organised, and the estimated amount of bednights which is reasonably expected to be generated through the activity or event;
3. Hotels which shall be used for the activity or event;
4. A valid certificate of registration which indicates the category under which the sports entity is registered with SportMalta;
5. A Profit and Loss of the entity’s financial activities for the year of activity preceding the application audited by an auditor warranted and licenced to exercise such profession;
6. In the case of applications submitted by a Non-Profit entity, a declaration stating that any surplus of funds from a particular year are re-invested in the sports entity and a statement in the same declaration stipulating how any funds and assets of the entity would be disposed of in the case that the entity is dissolved;
7. Any and all other documentation requested by SportMaltawhich may assist the council in evaluating the application.

AT SUBMISSION OF CLAIM STAGE
1. A declaration printed on a letterhead of the hotel where the athletes and sport officials have sojourned, signed by a hotel official at managerial level, including the following:
1. The names of the athletes and sports officials that have sojourned in the particular hotel;
2. The dates on which they sojourned in the hotel;
3. Copy of receipts for the payment of rooms;
4. A copy of the MTA certificate specifying the registration of the hotel with the Malta Tourism Authority;
5. Profit and Loss issued by the sports entity and certified by an auditor warranted and licenced to exercise such profession which indicates the profit or loss emanating from the activity or event;
6. Report which includes photos and which gives a summary of activities and other matters relating to the sporting activity and/or event.

Attracting Sports Event Scheme
Pre-bidding
A sports organisation may request assistance in order to prepare a draft of the bidding document and the preparation of promotional material.
Sports entities applying under this scheme may benefit from a 25% grant of the expenses incurred in relation to such process of pre-bidding, provided that this grant is capped at € 800.
Any sport organisation shall not apply for this pre bidding scheme more than once every calendar year.

Therefore, this scheme is intended to assist sports entities with a financial grant which shall cover part of the expenses related to the preparation of the bidding document and following that, to assist the sports entity to send one representative of the entity abroad to formally submit the bid.

Documentation which is required to be attached to the application when being submitted and documentation required at the stage of submission of claim:

AT APPLICATION STAGE

Documentation related to the activity being held, including any documentation issued by the international entity under the auspices of which the activity or event is being organised, and the estimated amount of bednights which is reasonably expected to be generated through the activity or event, if the bid is won by the Maltese sports organisation;
    3. A valid certificate of registration which indicates the category under which the sports entity is registered with SportMalta;
    4. A Profit and Loss of the entity’s financial activities for the year of activity preceding the application audited by an auditor warranted and licenced to exercise such profession;
    5. In the case of applications submitted by a Non-Profit entity, a declaration stating that any surplus of funds from a particular year are re-invested in the sports entity and a statement in the same declaration stipulating how any funds and assets of the entity would be disposed of in the case that the entity is dissolved;
    6. Any and all other documentation requested by SportMaltawhich may assist the council in evaluating the application.

  1. Fiscal receipts relating to the payments being requested;
    2. The official document presented for the official bid;
    3. A Report which shall include photos and provide detailed information about the course of the process of the bid.

Assistance during the International Event

Throughout the international event, assistance a number of employees or financial grants can also be allocated to the sports entity which shall not exceed the value of €300 per game/match day. This assistance shall cover expenses related to the organisation of the international event. Furthermore, this assistance shall not be applicable to Commercial Sports Entities.

Note: An organisation shall be eligible for this type of assistance even if no assistance has been allocated for the pre bidding stage.

Furthermore, the sports entity is required to apply for the Bednight Scheme in order to be eligible for this scheme.

There is a capping of two employees or € 1,200 for every international event.

The claims will not be entertained by SportMalta unless the sports entity applying for the funds has satisfied all the criteria / requirements and has submitted all the required documentation relating to the application of the Bednight Scheme and the payment of the scheme itself.
